Every tax is a pay cut.  Every tax cut is a pay raise.

Last year, the Town of Framingham spent $1.8 million on trash removal from 15,000 homes at a cost of $132 per ton for waste disposal.  In addition, the town pays a $500,000 fixed rate cost for recycling or $52 per ton.  John Kahn, who is both a member of the Solid Waste Advisory Team (SWAT) and on the Board of Selectman wants to "introduce" us to a "Pay As You Throw" program.

An early proposal being discussed would provide residents with 50 garbage bags that hold 30 gallons each.  A nominal fee would be charged for additional bags.

"Pay As You Throw is not a revenue generator, but a way to save money", says John Kahn

John Kahn should be committed to the asylum for the Verbally Insane.

Why do I suspect that the next step is "Pay As You Flush"?

This is just another tax (disquised as non-revenue) coming to you.

What's the difference between fees and taxes?

They're spelled differently.

The word "fees" has less negative emotional baggage than "taxes".
