Police chief Steven Trask

Dear sir,

This is a request under the Massachusetts Public Records Law
(M. G. L. Chapter 66, Section 10).

The city council finance subcommittee FY19 budget report included this:

Police/Small Capital. The small capital item for evidence tracking software,
which is budgeted at $25,000,is eligible for funding from the
Law Enforcement Trust Fund. This trust fund can be spent for
certain expenditures by the police department and is funded by funds
seized from criminal investigations. Due to a recent large receipt,
the fund has approximately $2,000,000 available.

1. Is the Law Enforcement Trust Fund information available to the public?
   If not, why not?

2. If so, may I get a copy of the Law Enforcement Trust Fund
revenues/expenditures and assets and the defined purpose of the
   Law Enforcement Trust Fund?

3. How much is that "large receipt" and who was it seized from and
   when was it seized?

The Law Enforcement Trust Fund can be used for certain expenditures.

4. May I get a list of "certain expenditures"?

Is $2 million enough to buy a small chopper? Its a dream and
aspiration of every police department to have a chopper.
It's a bummer that the big RV thing didn't work out.

I fetched this file

from Framingham Forward. It shows what seems to
be accounting codes for your staff.

4. I would like to request the entire list of accounting codes for
   your department and their meanings.

Statistically speaking, the more time a gun spends in a school,
the more likely it will be used.

Should you wait to give a student a permanent timeout?

5. Do any member of your force, including yourself enter any Framingham
schools with your guns on you? Should you?

Let me know how much you intend to charge me
( by email: hjwolfe@gmail.com or by phone: 508-561-8452 ) for the
privilege of acquiring public information gathered at my expense.
As you are aware, I must be provided with this information
within 10 days.

If you cannot comply with my request, please provide an explanation in
writing or email.
                                               Sincerely yours,

                                               Harold J. Wolfe
