General comments on arrests
This report covers the last twelve months ending on June 30, 2006.  The total number of arrests was 1,632 and the average age of those arrested was 31 years of age. A total 6,726 charges were filed.  The homeless arrested totaled 122, at an average age of 37. Wet shelter residents arrested totaled 114 at an average age of 36.


The current fiscal year's budget for the Framingham police department is about $10.2 million.  If the bottom line of law enforcement is arresting those who violate laws, then the cost per arrest is $6,250.


We all suspect that social service agencies help to import criminal activity into Framingham, but recently, I've noted far more arrest records in the Metrowest Daily News that begin with the the line

"A Framingham man was arrested in such-and-such town"

which basically means we are a major exporter of criminal activity to our neighboring communities. Seems fair to me, since social services may be importing them into Framingham.


Downtown Framingham has the dubious distiction of having the only illegal alien day labor market in the Metrowest area within a 1000 feet of our central police station .  How uncool is that? The day labor site is now closed because the Brazilian Bakery sponsoring it was shutdown due to the renovation of the building it was in.


Municipalities do not have the authority to regulate how police enforce the law.  A municipality cannot tell police officers to ignore certain laws and enforce others. There is no reason (except for lack of spinal tissue) why our police chief cannot ask the immigration status of those arrested and suspected of being illegals, fingerprint and photograph them, hold them until enough are rounded up, and then ship them to the local Boston Immigration and Customs Enforcement office. If they return to Framingham and get arrested again, hold them longer. Currently, all laws on illegal immigration are simply being ignored by the Framingham law enforcement community as a whole with a Don't Ask, Don't Tell policy.  They'll tell you it's a federal issue.

If the police and their $10.2 million budget won't lift a finger, we the taxpayers should not increase and perhaps decrease their funding.  If they refuse to do their jobs, we should refuse to pay them. Bear in mind that the police chief Steven Carl has three deputy chiefs, a chief's aide and an assistant to the chief, captains, lieutenants, sergeants in a staff of 155 people. Given all this police power, the illegals are still coming in and burdening us. Very sad failure.


Our police chief, Steven Carl, has stated that most criminal activity occurs within a one square mile area and strangely enough, the main police station is in that very same area.


Our homeless population and wet shelter population generate a vastly disproportionate amount of criminal activity for their numbers and this seemingly goes on year after year. Most of these have been imported by our huge social service complex including SMOC.


We have numerous individuals are are repeatedly arrested in Framingham's famous Catch and Release program. Small criminals are repeatedly released (recycled) so that they may go on to commit bigger crimes.  Our all-time grand champion to date is Jose Vasquez, a homeless, Level 3 sex offender who has been hauled in 133 times and still going strong. We can only imagine the paperwork and careers that this guy generates.

More recently, Framingham has seen more than one murder, a rapist, a car-jacking, many attempted murders, and more than one drive-by shooting, not to mention the ever more frequent lewd and lacivious behaviour crimes.

I leave it to your imagination to determine if the Framingham police department is doing it's job or just collecting paychecks until retirement. Will increasing their numbers help or just be a greater financial burden on us?  You decide!

I have to come to the conclusion that Steven Carl is less than enthusiastic about protecting our town. He's more of a political lackey.
